found using bryner's test builds for bug 141295. i don't think it's due to his
patch, since this also occurs with a regular trunk build as well as an rtm
(branch) builds.
0. make sure that you have an actual location (textfield in the navigator panel)
set for your home page, eg, http://mozilla.org
1. open a new tab (which loads a blank page), or open a new window where your
home page pref (the "navigator startup" radiobutton) is set to a blank page.
2. as expected, the cursor (and focus) is in the urlbar. now, access your home
page: use either alt-home (cmd-home on mac) or Go > Home.
3. try to scroll the page with the keyboard.
results: focus remains in the urlbar (no page scrolling). i need to first hit
tab, then focus is moved to the content area.

side note: not a problem when i select a url from the Bookmarks menu (when
viewing a blank page), nor a problem if i access Go menu items while viewing a
non-blank page.
