Separator for "Sign in to Firefox" persists in hamburger menu when identity.fxaccounts.enabled is false

Details

Filing this on behalf of Bug 1662183 Comment 21 as I can't find the corresponding ticket after a quick search.

STR:

  1. Set identity.fxaccounts.enabled to false
  2. Restart Firefox
  3. Notice browser action for Firefox Account is now hidden (Expected Behavior)
  4. Wait a few seconds? for everything to load
  5. Click on the hamburger menu button

Expected Behavior:
Browser action, hamburger menu item and any relevant separator should remain hidden when identity.fxaccounts.enabled is false

Actual Behavior:
Separator between "Sign in to Firefox" and "Protections Dashboard" menu item remain visible despite identity.fxaccounts.enabled being set to false

However, if you click on the hamburger menu button as soon as Firefox appears, the top separator is properly hidden.

I can reproduce this bug on my machine win 10x64 on Fx 81.0.1 and Nightly 83.0a1. This could be a nice enhancement so priority should be S4.
