Doxy.me users are reporting frozen video when interoperating with Chrome with RTX enabled. If we can't solve the issue directly, we should add
doxy.me,*.doxy.me
to the media.peerconnection.video.use_rtx.blocklist if we can't solve the problem directly.

We haven't heard anything back from doxy.me on this, I was hoping to have confirmation from them that this fixed things for them before we changed the pref.

For what it's worth: I tried the blocklist pref workaround, as a patient with a health care provider where I'd been having problems (they couldn't see my video or hear me, but I could see and hear them; at first only on Nightly, recently also on Release but not 78 ESR, which seems to match the timing of bug 1641600 and bug 1651722), and it seems to work.

Verified fixed. Doxy.me calls with someone using Chrome work for me in 84 Nightly now.
@ Nils, should we uplift this fix to 83 Beta, 82 Release, and/or 78 ESR?

- Risk to taking this patch: Low
- Why is the change risky/not risky? (and alternatives if risky): The risk is low because it only affects a feature which most WebRTC service don't use with Firefox yet. Additionally the pref only changes the behavior for the given domains, and should not affect any other sites trying to use the RTX feature.
