When the global sharing indicator has any tooltip appear and then close, the indicator goes blank

STR:
- Go to https://www.webrtc-experiment.com/getDisplayMedia/
- Click on "Test getDisplayMedia API"
- Share one of your displays or windows
- In the indicator that appears, hover the minimize button so that the tooltip appears
- Mouse away from the indicator so that the tooltip goes away
ER:
The indicator stays functional.
AR:
The indicator is blanked out.
This is due to an overzealous onPopupHiding method that is also applying to tooltips.
