Steps to reproduce:
upgrade to thunderbird 78.3.2 and can't add back language expect english USA or catalan (tested on debian busterand windows). French language pack is only functionnal for thunderbird 68
Actual results:
thunderbird is in english only atfer the upgrade (was in french in version 68)
Expected results:
thunderbird should allow me to download french language in order to have it in french

Lang packs will be available soon (within a week or so). Bug 1490598 is handling that.
You have Debian Buster? Try this (see my comment https://bugzilla.mozilla.org/show_bug.cgi?id=1490598#c41):
Addons -> manage -> add from file -> select /usr/share/thunderbird/extensions/langpack-fr@thunderbird.mozilla.org.xpi
P.S. This works only if You have TB installed from Debian Buster distribution repository.
