User Agent: Mozilla/5.0 (X11; Fedora; Linux x86_64; rv:81.0) Gecko/20100101 Firefox/81.0

Steps to reproduce:

Try to open the PDF form attached to this bug report. Or go to https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides.html choose "A form or a checklist" and search for "visa" to find the same form, or many other forms, that are affected by this issue.

Actual results:

You get this message in the contents of the PDF instead of the actual content:

Please wait... If this message is not eventually replaced by the proper contents of the document, your PDF viewer may not be able to display this type of document.
[...]

Expected results:

Render the form with all the ponies and rainbows.

Wow! Which stable release of Firefox would this fix be found in (so that I can know when to re-test and celebrate)?

Most likely it will be released in Firefox 91.
