I was doing some searchfox development today, and turns out the CSS files are served as cached. So I need to shift-reload to see changes.
I see different behavior depending on whether devtools is focused (doesn't work) or the page is focused (does work).
Presumably when devtools is focused we forward the refresh to the page somehow, but we forget about shift-reload.

Not quite sure how to test it, didn't find an existing test to extend
off-hand.
