Steps to reproduce:
The Bookmark Toolbar now has the option to only be shown in a New Tab. The settings for this is located in the Menu Bar under View > Toolbars > Bookmarks Toolbar. Only one option of the three can be selected at a time but the checkbox buttons suggest you can untick the selected option to deselect.
Instead Radio buttons could be used to clearly show only one option is available like it is done in the View > Page Style menu.
