1674871 - Unlock fission.autostart pref on Beta and DevEdition

We plan to ask Beta and DevEdition users to test Fission in Fx84, so we need to unlock the fission.autostart pref on Beta and DevEdition. The pref was locked in bug 1561950.

Do we also want to unlock the fission.openNonFissionWindowOption pref in Beta and DevEdition? Or auto-enable it when fission.autostart is true?

We only want users to toggle the fission.autostart pref, so we should probably lock all other fission.* prefs for RELEASE_OR_BETA.

Do we need to lock all of these prefs? They are currently unlocked in Fx83 Beta.

We should wait on session store to be Fission and SHIP compatible and that won't get done in time for M6c so pushing this out to M7.
