This is a meta bug for work on the updated external protocol handler dialogs.

There are two dialogs:

  1. The permission dialog, shown if the triggering site does not have the open-protocol-handler permission for the protocol being opened.
  2. The application chooser dialog, shown if there is no persistent application handler choice stored for the protocol.
