The watcher actor is currently enabled for the Multiprocess Browser Toolbox as well as for the content toolbox. We should enable it for all the possible toolboxes in devtools:

  • service-workers
  • webextensions
  • (other target types or configurations not supporting the Watcher actor at the moment?)

Or remove toolboxes that won't support it (eg Browser Content Toolbox).
