1676137 - Remove intl.uidirection pref

In Bug 1673054, I proposed removing the intl.uidirection pref, because the intl.l10n.pseudo pref also forces rtl, but will also help with catching bugs with strings that are not localized.

There was some feedback that the bidi pseudo-locale was difficult to read. I filed Bug 1675789 to improve that.

There was also feedback that some users in rtl locales might want to use this pref to force their UI to be ltr. We should probably do some work to determine how many users would be affected by this before we just remove it. This might mean adding telemetry and/or posting to dev.platform.

I'm going to put a patch up for review for this, but I have no intention to land until after the code freeze, so this is targeting Firefox 89.
