Primary password dialog blocks all(?) network traffic and page loads

Steps to reproduce:
- enable option Startup / "Restore previous session"
- open a few windows and tabs (such that uses the stored passwords)
- exit Firefox
- start Firefox
Actual results:
If the "Password required" dialog for primary password is shown in one Firefox window, then all other windows and tabs are "frozen". If I open a new tab and try to load any web page, it does no load. The spinner spins and there is no progress.
Expected results:
Tabs should either work or display a message why it does not work.

This is more likely to happen if there are two password dialogs (see bug 1676218 ).
And the user closes one, but there is still the second open somewhere.
Also, this might be related to the similar "all tabs dead if one is displaying the "User Identification Request" dialog" issue (see bug 1659119 ).

I found that the moving of the password manager prompt inside the tab (rather than a modal dialog) to be aesthetically pleasing, however it makes this problem worse.
Before, if other "company internal" (password protected) webpages were not loading then I (from experience) would know to look for the top-level Firefox window with a modal dialog which was causing all the other tabs/links not to load.
Now, when a "company internal" webpage is blocked there is even less of a clue. (Last time I went around troubleshooting VPN, network connections - I was very confused). Even just now, armed with this new knowledge, I had to search through other tabs and finally found a primary-password prompt on a tab which I don't think I had even accessed (!)
I think this will need a solution like - rather than blocking until the single primary-password prompt is dismissed, instead duplicate that prompt on ALL affected tabs.

This is still the same in Firefox 103.0.
All windows and tabs appears as if the networks is down or similar, if the Primary password dialog is present somewhere (on another monitor or under some window...).

Redirect a needinfo that is pending on an inactive user to the triage owner.
