Now that we have disabled the cache backend, it would be good to see if there is any breakage if we disable the API. Chrome has disabled both the backend and the API, but still allows some sites to use it as per https://web.dev/appcache-removal/.

I'm not sure all of the tests set their own pref.
I'll come back to this with test changes.
