Details
Now that all decoding can be done in the RDD; and that the primary reason we moved to the RDD is to improve security and the severity of any exploits should a bug be found, we can reasonably disallow all media decoding in the content process.

Marking as dupe because with landing of bug 1863873 we should also be covering the RDD fallback to content on all channels now
