Hello,
I’ve attempted to reproduce the issue on the latest Nightly (85.0a1/20201123095316), Beta (84.0b4/20201122152513), Release (83.0/20201112153044) under Windows 10 Pro, however without success.
The popup can be properly scrolled both when logged out (on the login/sign up screen) and when logged in.

From the screenshot I can see that the email field is active/selected. Can you please click outside it and try scrolling again?

Actually i cannot click outside the email form, but i can type into it. I cannot make it so the password field is active except with Tab. Only then i can fill a password. None of the fields loses focus, even if i click inside the other (non-focused field).

Hello,
Tried again with MOZ_X11_EGL=1 and I can still properly scroll both logged in and logged out.

MOZ_X11_EGL=1 should only work on Linux-based systems though, not on Windows. Have you tried it on a system as comment 3 describes?

I tried to reproduce the issue on Ubuntu 16.04 LTS. Sorry I did not mention it in my previous comment.

Can you please tell what operating system, what version of Firefox, and if you have turned any of experimental features on via prefs, like Fission or WebRender? And/or paste the data from about:support if that's possible?
