Steps to reproduce
- Open Firefox and new print preview UI.
- Click on More Settings and Select the Scale option.
- Position the mouse in the middle of the Scale arrows.
- Press the left click mouse button.
Expected result
- Caret is not displayed and nothing happens on click.
Actual result
- Caret is displayed and size is increased.
Regression range
- I will search for one ASAP.
Notes
- Attached a screen recording.
- The caret is also displayed on Ubuntu 18.0.4 but the value is not changed on click.

This reproduces for me on macOS only if the window is on a lo-dpi display. On the hi-dpi (retina) display, the mouse pointer moves directly from the up to down arrows (or vice versa), but on a lo-dpi screen there's one pixel at the boundary where neither arrow button is highlighted, and the cursor reverts to an I-beam.

The arrow icon sizes can differ as well at certain UI scaling levels, see bug 1670912.
