[macOS 10.14 only] Data Migration from Safari is not working due the its folder which is being blocked

Prerequisites
- Have some bookmarks already saved in Safari.
- Make sure that no specific permission is checked for Firefox, in "Full disk access permission" panel on macOS. Please head over to https://support.mozilla.org/ro/kb/importing-safari-data-firefox#w_after-importing-disable-full-disk-access for more information regarding this.
Steps to reproduce
- Launch Firefox.
- From Library (Shift + Cmd + O), click on the "Import and backup your bookmarks button", then select the "Import Data from Another Browser..." option.
- Check Safari (in the Import Wizard), and click the "Continue" button, until macOS opens the Safari folder.
Expected result
- The user can access the "Bookmarks.plist" file, in order to import the bookmarks.
Actual result
- The Safari folder is blocked and appear to be empty (i.e. "Folder - Zero bytes" appear under its name) .
Suggested Severity
- I think a S3 severity is suitable for this issue, since it's specific to macOS 10.14.
Regression range
- It seems that the issue can be reproduced on Nightly 83.0a1 (2020-10-08), after bug 1493103 landed. The bookmarks are also not imported on older FF versions. e.g. 47.0.2, so I don't think this is a regression.

Seems related to bug 1493103... I'm not super familiar with the areas of focus for bookmarking that's going on right now - do you have a sense of the priority of this, Gijs?

Yeah, this is https://bugzilla.mozilla.org/show_bug.cgi?id=1493103#c43 . I'd take a patch to improve this on 10.14 but I don't have time to work on it myself.

Can't import from Safari to 94.0b4 on macOS 11.6 as from the Library, Safari isn't an option and by selecting it after launching Firefox with -migration command will not import anything.

Can you file a separate bug? A problem on 11.6 (which is current) is more serious than a change on an earlier version (that will stop being supported at some point in the future).

Sure thing Gijs, logged Bug 1735140 for this, after further investigations, it seems that Intel based macs are not affected (they have 11.6.1), and only M1 macs with 11.6 are affected.
