We want to record in the user profile whether or not the user has ever used those buttons. The jury is still out on this, but this can be used to help migrate these buttons to the customization palette for users that never use these buttons.

It looks like the Accounts button already has its own pref: identity.fxaccounts.toolbar.accessed
