We want to record in the user profile whether or not the user has ever used this button. The jury is still out on this, but this can be used to help migrate this button to the customization palette for users that never use it.

Verified that the library pref is modified accordingly when used. Tests were performed on Firefox 88.0b3 and Nightly 89.0a1 (2021-03-25) under Windows 10, macOS 10.15.7 and Ubuntu 20.04
