Details

Sometimes locales need to be disabled, because we no longer want to accept localizations, but still want to keep the data in the DB (which would be gone if we removed the locales). Such locales need to be hidden from the UI entirely (e.g. from dashboards and locale selectors).

An example would be https://pontoon.mozilla.org/bn-BD/ and https://pontoon.mozilla.org/bn-IN/, which got replaced by https://pontoon.mozilla.org/bn/.

This bug is not to be confused with bug 1583821, which is about active locales that don't have any projects enabled ATM.
