Steps to reproduce:
- Recieve a PGP encrypted message.
- Click Reply.
- Click Send.
Actual results:
The Message Compose Window defaults to "Require Encryption" on PGP encrypted messages when there is no public key for the To address and displays the an error of "Unable to send this message with end-to-end encryption, because there are problems with the keys of the following recipients: bugzilla-daemon@mozilla.org"
Expected results:
"Do Not Encrypt" should be default if there is no public key for the To address.
