mail header display area problem

Details
My environment:
- Mozilla 1.2a
- Windows 2000 professional Version 5.0.2195 Service Pack 2 Build 2195
- DELL Latitude C810
- display resolution of 1600*1200 and big fonts (125%, 120 dpi)
When I display a full and long mail header the header area fills out all the
available window space until the bottom of the mail window.
Returning to the mail content is not possible by pushing the - button.
It only works by either selecting another mail (with smaller header) or by
resizing the mail content window.
Could you provide for horizontal and vertical scroll bars for the mail header area?
This would perhaps also be a solution for bug 91662 (long subject line).

Wolfgang: It looks like this was duplicated by Bug 190820. That bug has been
confirmed already and several others duped to it, so if you agree, then we'll
dupe this to that.

Thanks for your comment and suggestion, I agree.
It's exactly the same problem, maybe the proposed solutions
differ a little bit.

It's true, bug 167468 describes exactly the same problem.
Unfortunately it's still happening with
Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.5b) Gecko/20030731
