1684924 - Scrolling in extensions using the mouse wheel does not work

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:78.0) Gecko/20100101 Firefox/78.0

Steps to reproduce:

Have an extension like Multi Account Containers
Click the extension from the extension section of the toolbar
Have enough containers created to the point where you have to scroll down
Scroll down using the mouse wheel

Actual results:

Nothing would happen when I used my mouse wheel when scrolling in the extension. I could click the scrollbar and scroll down using the scrollbar manually, but using the mouse wheel does not work.

Expected results:

I should be able to scroll with the mouse wheel and not have to click and drag the scrollbar unless I don't have to.

I do not have this issue with the stable version of Firefox (84.0.1)
I am on the latest Nightly as of 1-4-2021
I am on Windows 10. 20H2

This sounds like a duplicate of bug 1683487 (and thus regressed by bug 1493208).
