Stop button doesn't work

Details
Stop button on Navigator and Messenger stops counting page loading time but
doesn't actually stop the bit stream.
This looks like a duplicate of reopened bug #3469. Did some more testing today
and the stop button stopped GIFs from loading but the page text continued to
load (my.netscape.com). Tried this on Yahoo! and everything loaded. This was
done with build 1999100618 (M10).
