Downloads panel always shown during session restore

This happened sometime between 15 Dec and 4 Jan. Now every time I restart Firefox, once session restore has completed, the downloads panel is shown.
Hii gijz. i am an outreachy applicant. Ive searched lot of bugs but all are way bigger to work on. and then I stumbled upon this one and it seems easy to work on in my point. So could you help me to fix this issue?

Hi Dhanesh.
I'm sorry I haven't responded to your email; I've been really busy. I appreciate that you tried to find yourself a bug. Unfortunately this bug is not suitable, I'll dupe it over to the bug that more precisely describes the problem here, but fixing it is a bit more complicated than comment #0 makes it appear, and someone else is (I hope) working on it. I will try to find you a different bug ASAP and ping you on that bug.
