Reported in the 'German' version of 78.6.0 win32 - but worth checking win64 as well.
Support Question includes an image of issue.

Select 'Address Books' - click on 'Next'
select 'Text File: LDIF, .tab, .csv, .txt'
The buttons below - 'Back - Next - Cancel' do not display below the line.
So impossible to perform any of desired import.

Hi Anje, thanks for doing all that hard support work before filing this here, and for filing!
Next time, you may want to copy over reporter's hardware and version details (incl. BMO's OS/Version field), which might matter here.
I've tested this with German TB on Win8, almost exactly reporter's versions, and everything looks alright (worksforme).
My test: Medion Akoya, Win8.1-6.3.9600, Thunderbird 78.6.1 (32-Bit)-DE
Reporter: Lenovo Computer, Windows 8 version 6.3 , Thunderbird 78.6.0 (32-Bit)-DE
Reporter (Hutzelmeyer) claims that Thunderbird Safe-Mode didn't make the buttons come back - weird!
Richard, any idea why dialog buttons are not showing for reporter, as seen on his screenshot attachment 9199047 [details]?

No idea. The weird thing is, that the listbox, the white area with the data types, is in the reporter's screenshot taller than normal and this moves the buttons out of sight.

Agree. Perhaps this could be due to the use of 'Windows 8' OS ? Sorry I cannot test for that OS.
I recall some MAC issues a while ago regarding windows with large text areas and missing buttons etc, but cannot locate those bugs. But this is not a MAC!.
As currently not reproducable, I'll ask person with issue to try deleting some files eg: session.json and xulstore.json.
I'll report back as soon as possible.
