1690329 - Extend probe expiring in Firefox 89: WINDOW_REMOTE_SUBFRAMES_ENABLED_STATUS

The Fission team uses the WINDOW_REMOTE_SUBFRAMES_ENABLED_STATUS telemetry probe to monitor how many Nightly users have Fission enabled (including both volunteer dogfooders and people in the Fission Nightly experiment). WINDOW_REMOTE_SUBFRAMES_ENABLED_STATUS will expire in Firefox 89 (2021-04-19). We know our Fission rollout to Beta and Release will be later than 89, so we will need to extend the probe's expiry. I suggest Firefox 96 because it will be the last Release version of 2021 (2021-12-07).
