Move the Task Manager from the "More Tools" menu to the "Help" menu and put Policy items at the bottom of the "Help" menu

The Task Manager is currently in More Tools. We're going to move it to Help, under "Troubleshooting Information".
This means porting the taskManagerCmd.label
DTD to Fluent, and forking it so that a version exists in menubar.ftl and another in appmenu.ftl. That way we can have the item be in Title Case in the menubar, and sentence case in the AppMenu.
The hidden-by-default "helpPolicySeparator" and "helpPolicySupport" Help menu items should also be moved to be above the "About Firefox" item (which is only visible on Windows and Linux).

These things can happen immediately, and don't need to be behind a Proton pref.

Hey Emma - before you tackle this one, please confirm with Meridel/mkaply if the policy items actually need to be moved; I think there's still some thinking going on there.

Verified - Fixed in Beta 87.0b4 and latest Nightly 88.0a1 (2021-03-01) using Win10, MacOS 10.15 and Ubuntu 18.04 with and without Proton pref enabled.
