In Bug 1689600, we made the nsDataObj to use the cookieJarSettings from the nsITransferable object. But, the cookieJarSettings will only be set when doing the Drag&Drop downloading. When doing the Image Copy, it won't. We should also fix this despite that the Image Copy on Windows is not broken without a correct cookieJarSettings.
