There's no particular reason to request a Cairo drawtarget here; we can switch this to Skia.
Changing the backend here affects a handful of tests, changing the amount of fuzz (sometimes for better, sometimes for worse), but none of the differences seem visually significant.

Switching backends here will help reduce the risk/disruption of the proposed pixman & cairo updates.
