We're cleaning up some of the older personalization code, and to make this easier, we can first remove it from places it's not really being used.
There is an older implementation of topstories that has references to personalization that we don't really need. This older implementation still gets some traffic.
If we remove it from here, it'll make cleaning it up in other areas easier, to not have to supporter older implementations.
