Opera haas the ability to toggle between user and author defined styles.  At the
moment setting userContent.css will apply result in that style being applied to
all pages without their own styles.  As in Opera it would be good to be able to
set a user defined style but also have the ability to turn it off at certain times.
This bug is related to comment #2 in bug 132506 -

It's not exactly a duplicate, but I'd rather only have one bug on the subject
until we've decided what the desired behavior is.
I think this bug should be reopened, as it is very different from bug 132506,
and independent of it. We can have a userContent.css editor, we can have an
option to enable/disable userContent.css, and we can have both.
