While userContnet.css is very cool, not many users know of it's existence, and
even if they did, most users probably don't want to learn CSS so they can
do cool stuff; a user friendly way of modifying it would be cool.

We could start off with a canned list of modifications that could be done;
each modification would have a checkbox and a description (in it's own
dialog, so it could easily be turned on or off.  When the dialog's "OK/Apply"
button was pressed, it would rewrite the userContent.css file, and either
force the browser to use the new CSS, or tell the user to restart the
browser.

An example of a canned modification would be forcing links to always be
underlined; there's lots of sites that have non-underline links, and there's
probably lots of people (including me) who don't like it.

Once this was in place, it should be easy to extend it to were the user could
download and install various CSS files, like can currently be done for themes.
i suspect you'll have to find some people to work on this @mozdev.org, it's 
true we need it, but I don't think anyone here will allocate the resources to 
do it.

The ability to select alternative CSS files would be very useful.  I have a CSS
file I use for Opera, and I just point it at wherever I put it in Preferences ->
Page Style -> User CSS.  IE has a similar option (although it doesn't support
enough CSS to be very useful, natch); I expected similar in Mozilla.
