This is expected for adding an animated image used during onboarding via a remote experiment. We can also be smarter by packaging it only for windows builds if we decide to keep it when turning it on by default in bug 1694257.

The original regression for installer size osx-shippable instrumented was between Δ 99362.41 (+0.09%) and Δ 183452.25 (+0.16%).
This revision shows up as Δ -130295.00 (-0.1%) which is pretty close to the average of the absolute delta of the regression.
There seems to be a recent Δ 400983.79 (+0.35%) regression untriaged alert that could make the small percentage change improvement slightly smaller than the regressing percentage. https://treeherder.mozilla.org/perfherder/alerts?id=29310
