Bug 1668473 adds pref UI to enable/disable sponsored sites and currently that pref-UI is available only under about:preferences#home section, although it also controls the address bar show/hide for the sponsored topsites.

A enable/disable sponsored sites checkbox should be also present under about:preferences#privacy / Address Bar / Topsites.

Just to add to this, it's possible for a user to have "Sponsored Top Sites" enabled, but the parent "Top Sites" preference disabled. The "Sponsored" preference is therefore inactive. This configuration does still result in sponsored sites appearing in the address bar.

It's a bit weird to have to enable the parent preference, disable the child preference, then disable the parent preference again to sort this out.
