Load: http://mozilla.pettay.fi/moztests/fragment.html
Click "Click me"
The page is scrolled down to 'foo'

Now try the same with https-only enabled.
(Enable https-only and load the url in a new tab)
After clicking there is the beforeunload popup telling that a new page is being loaded.

Reproduced the initial issue using old Nightly from 2021-02-25, verified that this is not reproducible anymore using Firefox 89.0b4 across platforms (Windows 10, Ubuntu 18.04 and macOS 11.2).
