User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:86.0) Gecko/20100101 Firefox/86.0

Steps to reproduce:

1. Bookmarks toolbar --> Select "Only show on new tab"
   (2. Homepage and new windows are set to Firefox Home)

LinuxMint with Firefox 86

Actual results:

1. Open new tab = bookmarks toolbar not visible
2. Open new window/private window = bookmarks toolbar IS visible

Expected results:

bookmarks toolbar should be visible

Update - after reading similar reported bugs about bookmarks toolbar not working when home page is set to "blank page" - I set it to "firefox home" = no change.
After enabling some content on "firefox home" (all were prev. unticked) - the bookmarks toolbar works, and unticking "firefox home" content does not stop this working.

I was unable to reproduce the issue you've reported on my machine Ubuntu 20.04 x64 in the latest Firefox 86.

Please test if the issue occurs in safe mode. Here is a link that can help you do that:

If the issue still persists, please test it using a new profile, you can find the steps to do that below:

Maybe you can do a screen recording just to be sure that we are on the same track here and it will help me to try to reproduce the exact behaviour.

I will move this over to a component so developers can take a look over it. If this is not the correct component please feel free to change it to an appropriate one.

I have reproduced this on a live USB of Linux Mint 20.1 with (updated) FireFox 86 (Firefox is completley fresh install, ie no profile)

1. Create a bookmark and place on bookmarks toolbar
2. Change prefs for "Bookmarks Toolbar" to "Only show on new Tab"
3. TEST
   3.1 Open New Tab = Bookmarks Toolbar appears
   3.2 Open New Window = Bookmarks Toolbar appears
4. CONFIGURE - Preferences - Home
   4.1 Change "Homepage and new windows" to "Blank Page"
   4.2 Change "New Tabs" to "Blank Page"
5. TEST
   5.1 Open New Tab = No Bookmarks Toolbar
   5.2 Open New Window = No Bookmarks Toolbar
6. CONFIGURE - Preferences - Home
   6.1 NOTE - "Homepage and new windows" is still set to "Blank Page", however "New Tabs" is now set to "Firefox Home"
   6.2 Change "Homepage and new windows" to "Firefox Home"
   6.3 Leave "New Tabs" set to "FireFox Home"
7. TEST
   7.1 Open New Tab = No Bookmarks Toolbar
   7.2 Open New Window = No Bookmarks Toolbar
8. CONFIGURE - Preferences - Home
   8.1 Change "Homepage and new windows" to "Blank Page"
   8.2 Change "New Tabs" to "Blank Page"
9. TEST
   9.1 Open New Tab = No Bookmarks Toolbar
   9.2 Open New Window = No Bookmarks Toolbar
10. CONFIGURE - Preferences - Home
    10.1 Change "Homepage and new windows" to "Firefox Home"
    10.2 Change "New Tabs" to "Blank Page" THEN back to "Firefox Home"
11. TEST
    11.1 Open New Tab = Bookmarks Toolbar appears
    11.2 Open New Window = Bookmarks Toolbar appears

Same issue on windows 10 & Firefox 86.
I think you could narrow it down to say "Blank Page" set as NewTab choice means bookmarks toolbar does not appear.
However, the choice of "Blank Page" reverts (visually) to "Firefox Home" - and only actually selecting "Firefox Home" means bookmarks toolbar will appear as expected.

Sorry for the late response but I had a lot of work. I confirm that I can reproduce this bug with the exact steps from comment 4 on Ubuntu 20x64 and Fx 86.

This bug is a symptom of bug 1689251 which is fixed in Firefox 87, due to be released next week.
