Actual results:
- Step 3 issues a Temporary Block on new access to all devices
- Confusing privacy indicators: red camera with a slash through it! (See image)

Re-opening this since review discussions in bug 1609578 revealed that that bug won't entirely fix this problem, so I shouldn't have duped it:
If users hit ☑ Remember this decision + Now Now (or Block or whatever), they will encounter this situation still.
The state may instead be Allowed Temporarily + Block, which is perhaps even a bit more unfortunate: Users may expect it to say "Blocked", but we need "Allowed Temporarily ✖" there to reflect that live capture is happening, and let users click the ✖ to terminate it. Also, when they click it, the "Allowed Temporarily ✖" goes a way and is replaced by nothing. Workaround: refresh the page and Site permissions should show the correct state.
