Steps to reproduce

1. Open Firefox and access a random page.
2. Click on Bookmark this page icon.
3. Select Show/Hide Bookmarks folder.

Expected result

• The window is not moved.

Actual result

• Drop-down menu is slightly moved sometimes when clicking Show/Hide Bookmarks folder.

Regression range

• I will search for one ASAP.

Notes

• Attached a screen recording.
• I cannot reproduce the issue on macOS 11.2.
• The issue is intermittent.

With the way panels are set up the panel jumping isn't really a regression.
With the increased panel size(@2018-2019) and dark theme setup, it became more visible.

This issue lingers even on older builds from ~2015.
Clearing the flags.
