Steps to reproduce
- Open Firefox and access a random page.
- Click on Bookmark this page icon.
- Select Show/Hide Bookmarks folder.
Expected result
- The window is not moved.
Actual result
- Drop-down menu is slightly moved sometimes when clicking Show/Hide Bookmarks folder.
Regression range
- I will search for one ASAP.
Notes
- Attached a screen recording.
- I cannot reproduce the issue on macOS 11.2.
- The issue is intermittent.

With the way panels are set up the panel jumping isn't really a regression.
With the increased panel size(@2018-2019) and dark theme setup, it became more visible.
This issue lingers even on older builds from ~2015.
Clearing the flags.
