Bug 1696084 modified clicks on non-tip help buttons so that they open their URLs in new tabs instead of using the current tab. It special-cased tip help buttons, so that they still open their links in the current tab, in order to limit the scope of the work. But using new tabs is probably the right UX for tip help URLs, too.
