Firefox Accounts generates a "finish account setup" notification in both the hamburger menu and also in the FxA toolbar button menu, when that button is present on the toolbar. But the badge associated with the notification always appears on the hamburger menu button. It should move to the FxA button when that button is present, and appear on the hamburger menu button only when the FxA button is not on the toolbar.

Marking as P1. Per experience review we agreed to mark as P1 bug the ones that will block MR1.
