In Bug 1688800 I landed a carve-out where if you've disabled xpinstall.signatures.required we shouldn't trigger JS load restrictions (and send Telemetry.)
Or at least that's what I intended to do. Instead of checking xpinstall.signatures.required == false
I checked if it was true.
So this will disable telemetry for the default population and send telemetry for the minority of users who have flipped the pref. =(
