169660 - Scroll down of bookmarks does not work correctly

If you have a large bookmark file the scroll down does not scroll until the
bottom of the bookmarks if you leave the cursor on the down error. It stops
after a few lines.
Scrolling up does not show this problem

Reproducible: Always

Steps to Reproduce:
1.click on bookmarks
2.try to scroll down
3.

Actual Results:  
does not scroll down to the bottom.


Expected Results:  
scroll

As a bypass you can move the mouse cursor from the down arrow to the last line
and back to the down arrow. This will scroll down one line.
