This is a meta bug to track issues that block the initial release of the overscroll feature (also known as rubber-banding), which we hope to include in Firefox 89.
The focus of the initial release will be MacOS, though we shouldn't rule out preffing the feature on for other platforms as part of the same release if it's usable enough.
We would like to aim to fix these blockers relatively early in the 89 cycle, to give QA a chance to do some testing while 89 is still on Nightly.

I'm going to change the alias of this bug from overscroll-mvp to overscroll-release, to make it more clear that these are issues blocking overscroll riding the trains (on Mac), rather than its default enablement on nightly (for which I'll file a separate bug, with fewer blockers).
