This prefer is unused these days and ideally should be removed.

As best I can tell, this dates back to a time before the browser console when it was used to direct chrome errors to the normal console. That doesn't exist anymore, but we have passed this around as lore through various test harnesses.

(Filed as Core::General, because while it has "javascript" in the name there is nothing to do with the JS engine and the code it was useful for is long gone..)

console could optionally show chrome code messages. Today it serves no use.

Looks like the last use was remove by Bug 1278368 in Firefox 50.
