checkbox.inc.css for instance uses some very specific selectors, which makes it difficult to override from different files (e.g. common.css)

Using :where() would reduce the specificity of the base toolkit styles, making them as easy (or easier) to override than previously (hover/active states were defined from widget code, which meant no CSS or specificity was involved).

https://searchfox.org/mozilla-central/source/toolkit/themes/shared/checkbox.css now uses :where a bunch and also nesting, so I don't think this is a problem anymore.
