Steps to reproduce:

  1. Set browser.proton.contextmenus.enabled too true in about:config and restart Nightly.
  2. Open https://bugzilla.mozilla.org/query.cgi?format=advanced
  3. Adjust the browser window height to be small enough.
  4. Click to open the select box drop-down on the page.
  5. Open the testcast.html in https://bugzilla.mozilla.org/show_bug.cgi?id=1699149#c2
  6. Click to open the select box drop-down on the page.

Actual results:

At step 4, The drop-down menu appears about 30 pixels above the select box. (see https://bug1699149.bmoattachments.org/attachment.cgi?id=9209750)
At step 6, The drop-down menu of select box A is located to the right, while the drop-down menu of select box B is located to the left.(see https://bug1699149.bmoattachments.org/attachment.cgi?id=9209943)
