1699777 - Wine downloaded by --enable-bootstrap for windows cross builds causes build errors.

If I have --enable-bootstrap in a windows cross build it downloads wine (awesome) but the wine version downloaded by it causes various build errors that the system wine (or wine 6.0) doesn't cause.
