It's important to get Bug 1689519 and Bug 1687777 into the tree so that the Install-Update team can iterate on them in parallel more easily. To do this, I intend to land without automated tests for some of the functionality in BackgroundUpdate.jsm and follow-up with tests here, in this ticket.
